Can I get a Chave Móvel Digital without a citizen card?

Every public site asks me to log in with a Chave Móvel Digital. I do not have a cartão de cidadão. Is the key only for Portuguese citizens?

No. The key ties a Portuguese mobile number to the identity document you do have: a citizen card, a passport, or a residence card. Foreign residents use it for Finanças, Social Security and the health portal. The steps and the official pages are in The digital mobile key.
