IMI: the annual tax on the home

IMI is the yearly municipal tax on urban property. If you own the flat on 31 December, you are the taxpayer for the following year’s IMI. Landlords and owner-occupiers both pay it; tenants do not, unless a private clause tries to pass the bill on (that clause does not change who Finanças names).

How the bill is built

The tax office multiplies the valor patrimonial tributário (VPT) by the municipal rate. Each municipality sets a rate inside a national band. Porto’s Câmara publishes the rate it applies each year. A higher VPT means a higher bill even if the market price later falls.

Payment

Notices appear on Portal das Finanças. Small amounts are often due in one instalment; larger ones can split. Pay by the deadline on the notice. Direct debit is available for many residents once the NIF and bank details are linked.

When the VPT looks wrong

Open the caderneta predial urbana and compare area, typology and construction year with the flat you bought. Updates and challenges follow Finanças procedures, not a WhatsApp argument with the previous owner. After works or a legalização, ask whether the VPT needs a new assessment.

IMI is separate from IMT (paid once at purchase). See IMT and stamp duty when you buy a flat.
